§ 1 / 10

Capital programs,
delivered.

A boutique consulting firm

Bastion Rozelle Partners advises operators and executives on capital programs, commercial governance, and operational discipline across energy, healthcare, federal and local government, financial services, and real estate. Delivery runs on the Kimberlite Engine, the firm's proprietary instrument, designed, built, and owned by Bastion Rozelle Partners, holding every commitment to logic. Each engagement is scoped, accountable, and led by a managing partner, a senior principal, and team.

§ 1.0  ·  About

The firm.

Bastion Rozelle Partners is a boutique consulting firm. We bring direct, senior-level leadership to capital programs and operations across energy and infrastructure, healthcare, federal and local government, financial services, and retail, multifamily, and mixed-use real estate, lead design and engineering for mission-critical facilities, and invest in the people who run them through mentoring and workforce development. Every program rests on disciplined commercial governance and reliable execution.

The firm delivers capital program leadership, design and engineering direction for mission-critical facilities, commercial governance, and project controls, with financial services and EHS programs held to the same standard. Complex capital programs are best led by experienced operators with direct accountability, not by rotating consulting teams.

Every engagement begins with a defined master scope of work, a specified deliverable, and a single accountable principal, and runs on the Kimberlite Engine, the firm's proprietary scheduling and controls instrument. Reporting gives boards and senior executives the visibility to decide during the engagement and after it.

§ 4.0  ·  Leadership

The roster.

The firm is led by its founder. A senior bench of operators joins each engagement based on the requirements of the work. Every dossier below opens.
Founder & Managing Partner

Kimberly

Office of the Managing Partner

Design. Law. Program and cost management. Mission-critical and nuclear delivery. Architect of the Kimberlite Engine.

Kimberly's career runs across disciplines that rarely meet in one operator: casegoods and interior design, law, program and cost management, federal GSA work, mission-critical and nuclear environments, and real estate development and construction. She holds an MBA in project management and a JD with a concentration in international contract law, with studies across Cornell, NYU, and NYIT, and she built the firm on a conviction tested over fifteen years: the most demanding programs succeed when a seasoned operator owns the outcome, not merely the contract.

Her record includes the financial governance of hyperscale construction programs across North America, delivery guidance for a national retail banking network of more than 1,800 locations, service as chief of staff to the chief executive of a healthcare platform with assets exceeding one billion dollars, and emergency department construction stood up at the height of the pandemic without a single material delivery failure. She serves on call as a state emergency department subject-matter expert.

She designed and created the Kimberlite Engine, the firm's deterministic CPM and Integrated Master Schedule system, and operates it inside every controls engagement. She mentors the operators rising behind her and remains a steadfast advocate for veterans and neighbors experiencing homelessness in her home state of Rhode Island. Engagements and clients are held in confidence, consistent with the nature of the work.

Sr. Principal · Retail Sector

MAC

Sector Leadership

Retail construction and development, ground-up through turnover. U.S. military veteran. ENR Southwest Best Project award.

MAC is a Sr. Principal at Bastion Rozelle Partners and leads the firm's retail sector from Arizona. A U.S. military veteran and the brother of founder Kimberly, he carries the same standards of service and accountability the firm was built on.

His career has centered on retail construction and development, from ground-up builds and repositionings to multi-site rollouts, carrying programs from site work and permitting through general contracting, tenant improvements, and turnover. His Arizona work includes the USS Arizona Memorial Gardens at Salt River, which received an ENR Southwest Best Project award.

He is known for hands-on field leadership and tight coordination of trades, vendors, and schedules. For Bastion Rozelle Partners' retail clients, MAC pairs that on-site construction experience with the firm's commercial discipline and reporting.

Sr. Director · Financial Services

Savannah

Sector Leadership

Healthcare administration, legal and compliance, design and construction. The commercial backbone behind every engagement.

Savannah leads Financial Services for Bastion Rozelle Partners. Her career spans an unusually wide range of disciplines: healthcare administration, legal and compliance, and design and construction, giving her a rare command of how money, risk, and delivery actually connect.

She builds the back-office and commercial backbone behind engagements: payroll, tax, money management, executive and board reporting, vendor governance, and operational controls. Her work pairs the documentation rigor of legal and clinical settings with the cost discipline of construction.

Equal parts operator and translator, Savannah turns complex financial and contractual detail into decisions leadership can act on, and keeps the firm's commitments buttoned up from first invoice to closeout.

Sr. Director · Political & Community

Brady

Sector Leadership

Stakeholder trust that keeps complex projects moving, from landscape assessment to neighbor outreach.

Brady leads Political and Community affairs for Bastion Rozelle Partners. He builds the stakeholder trust that keeps complex projects moving, engaging elected officials, civic leaders, economic-development organizations, and neighbors well before a permit is ever filed.

His work runs the full community-relations lifecycle: landscape and risk assessment, stakeholder mapping, listening sessions, and direct neighbor outreach. By surfacing concerns early and keeping communities informed, he reduces opposition, misinformation, and the public-testimony surprises that stall development.

Working alongside government affairs, engineering, and permitting, Brady turns local goodwill into schedule certainty, protecting timelines on the mission-critical and energy programs the firm leads.

§ 5.0  ·  Partners

The partner registry.

Mission-critical work demands proven partners. We work alongside the nation's leading general contractors, engineering practices, operators, and health systems. The registry scrolls; every tile opens the partner's own site.
§ 6.0  ·  Careers

Build what cannot fail.

The programs we run keep hospitals powered, data centers alive, and communities working. If you have spent your career holding the standard when it mattered, you already know how we operate. Come do the best work of your life with people who close what they open.

You will work directly with the Managing Partner and the Advisor on mission-critical, nuclear, healthcare, and federal programs, run on the Kimberlite Engine, where your judgment shapes the outcome from the first conversation to closeout. Veterans: your discipline, composure, and accountability are exactly what this work requires, and we recruit for them deliberately. No years-of-experience gates. Show us what you have delivered and what you want to build next.

Bastion Rozelle Partners is an Equal Opportunity Employer. All qualified applicants receive consideration without regard to race, color, religion, sex, sexual orientation, gender identity, national origin, age, disability, or protected veteran status. We are woman-founded and owned, we employ veterans at every level, and we build multi-generational teams on purpose.
§ 7.0  ·  The Kimberlite Engine

The Kimberlite Engine.

Bastion Rozelle Partners carries the engagement; the Kimberlite Engine, the firm's proprietary scheduling and controls system, carries the schedule. Demanding programs held to logic instead of opinion.

Bastion Rozelle Partners leads owner-side capital program delivery and project controls: baseline development, formal baseline lock, operator training, and monthly cycle support, backed by active federal contracting compliance (CAGE 228Y3) and alignment to Navy Seaport-NxG and the GSA sub-vehicle framework.

The Kimberlite Engine is the CPM engine and Integrated Master Schedule framework behind that work. Every date resolves from network logic, durations, and calendars, gate by gate across six stage gates from concept through operations. Zero hand-set dates. Float is computed, never negotiated. It governs dual-track programs, SMR nuclear and hyperscale data centers, in a single integrated model.
